I have previously highlighted my hair and then added color to cover the highlights. If I add more highlights will it damage my hair?

My haircut is very hard to style. I feel like the ends are frizzy and difficult to style and the layers to not integrate with the rest of my hair. Is this , my texture?
99.9 percent it is the method in which the hair was previously cut. Using thinning shears or cutting into hair creates frizz and hair that does not cooperate
